Why were they legally obliged to apply for it.

Because they are legally obligated to their shareholders, to protect the investment/club and maximise returns/profit.
It's the guiding principle of companies with shareholders.

If that were the case then why have Man City and Man Utd straight out refused to do it.
I don't believe there was a legal obligation to at all.

I find the idea abhorrent that any ‘guiding principle’ or any philosophy at all exists in a company/business which puts profits before anything else.

Capitalism falls down when they make it about the money, cutting corners or cutting wages to increase profits. instead of serving people with value and making money as a byproduct of that service. The better the service the more money you make, get rich enriching others.

Socialism falls down when, as Tony Blair discovered in a French bar, not everyone on the team plays the game. Either because they are small minded so they don't see the big picture they are a part of, or small minded selfishness similar to the extremist capitalists

What we need then is a system where people have the freedom to make money according to how valuable they really are to society, but recognising that the price of freedom is responsibility, responsibility to your fellow team members, society neighbours, so we need that unity and togetherness lacking in Blairs bar.

Perhaps that family togetherness falls down when the society 'family' gets too big, perhaps humans are only meant to live in villages of a few hundred people, so there is no anonymity, everyone knows everyone so there is accountability and it's better to pull together.

Covid19 may not kill capitalism but it has shown us what is important in life - love and food - not necessarily in that order, and by love I include caring for others. Oh and toilet roll, apparently that's quite important too.

    Glad the U-turn happened.

Whether it has been changing the name, building a new stadium, trying to trademark the word Liverpool, ticket pricing schemes or whatever, they do generally show a willingness to say "we messed up, we accept that, we will try this instead" that many owners don't.

It's a shame it happened, but we have the right outcome now.
