Players know the rules, they know they can't make themselves bigger to stop and potential shot or cross as if they do and it hits their arm, it's a penalty, Gabriel knew this, and made himself bigger with his arm raised, proximity doesn't come into it, there is no "he couldn't have got his arm out of the way", he knew given the situation he was defending it should never have been there making himself bigger in the first place, in that situation it should have been tucked behind his back as we see most players do for the reasons stated
