He's a Balloon if he seriously thinks that's a pen.

In reality I think he feels he needs to talk up the "that's a pen" idea as he is under huge pressure in his job, so if a loss gets chalked up to a perceived sense of injustice against a top side he doesn't look so bad - or at least that's how he'll see it.
