Ya I get his hand is up. But the ball hits his foot 1st and then shoots up and hits his arm.. If it hit his arm straight off the shoot / cross then I would say pen. But as it hits his foot 1st then the hand, I don't think it's a pen.

yep had a millisecond to react.. I do understand its not a penalty by the rules. But looking at how it shot of his arm up in the air.. Just makes me think about it.. But i go with most its not one..
