No i think you are right, i think any of the 4 UK countries plus ROI counts as homegrown either by player birthplace or if a player represents them internationally.
Jamal born in Luton so in my eyes he an Englishman playing for NI. Beggars cant be choosers though even if i personally prefer to have internationals born in the country they play for.
