    He had to be told by the VAR booth to go take a look at the monitor.

    He didn't call it right away when it was so clear and obvious.

    The only thing he would have needed to go take a look at the monitor for is whether James swung his arm deliberately and if a red card was warranted on top of the penalty versus an inadvertent handball.

    The one where he ignored a clear foul on Mane,he allowed to play to continue for about 1 second. and didnt bring it back for the free kick.

    I think a distinction is (correctly) made (typically by an actual good ref) whether the handball was deliberate or not as to whether the player is sent off.

    If the ball just ricochets off a player's arm who knows nothing of it and couldn't have moved his arm out of the way, but still prevents a goal, then it would be harsh to send him off then. The penalty is still awarded, though.

    However in this case it was clear-cut James moved his arm and a red was nailed on.
