Chelsea are set to ask for exemptions from the Premier League's spending rules when they submit their latest accounts, arguing they were unable to receive income for three months last year after the previous owner, Roman Abramovich, was sanctioned by the UK Government.

I'm not Chelsea obsessed, but that last window (last x2) was ridiculous.

Something has to change.
I suppose another reason why some clubs didn't do business was because Chelsea, Forest, even Bournemouth were hoovering players up with over inflated prices.

I suppose one positive, is that the money is supporting near bankruptcy in Europe.
