It was a no-win situation for them in either case.
Up until now they had been (rightly) getting slammed for why it's taking them so long to sort City's mess out, when the likes of the Blueshites and others have been charged multiple times and even punished already.
But now they bring the hearing forward (probably in the hopes of tamping down some of that criticism), and they then again also get dogged by claims that something fishy's going on and it's because an agreement's already been reached behind closed doors.
(could be true, by the way).
Of course, all of this is all their fault anyway.
If City get exonarated or get away with a slap on the wrist, it's just going to compound the perception that the whole hearing and charges were just for show and it's been a farce all along.
On the other hand, if City somehow get found guilty on the most serious of charges and get recommended the heaviest punishment, then it's going to call into question the least several seasons of their dominance in winning the league and all their success and even call into question the legitimacy of this season.
I see an agreement being made behind closed doors that save face for the league, gives City some tokenistic "punishment" to make people "happy" (maybe a points deduction that they'll likely claw back in no time and be back to challenging for the title), and then hurriedly sweep everything under the rug and hope everyone forgets and moves on.
