Thing is, ourselves, Man City and Chelsea are still ahead of them in terms of the current "cycle" or whatever and Arsenal, along with Tottenham, seem to be getting closer to finding something as well.
With their budget (looking at some of the wages their lads are on is wild) they should get it right eventually, but they're increasingly becoming a less desirable location. If they reach a stage where the job becomes too poisoned a Chalice then Managers won't want to go there for fear of losing their reputation and they'll attract the mercenary players more than those who see them as a club to develop with.
They can absolutely recover their situation, especially given their financial might - but they could do with doing it within the next 2-5 seasons, otherwise it starts to get harder - especially if Newcastle enter the mix of clubs challenging for Champion's League football.

Its like us to an extent.. the longer the wait went on the harder it became compete. the constant underachieving was like a huge weight around the clubs neck. Its gotten to the point a draw is no good now. man-city win so many games, Its impossible for everyone else.

Something I had typed years ago that came up in my Facebook memories today that I feel is a bit of a waste not to share. For the record I don't massively subscribe to Deja Vu or anything like that, but we can still find intrigue in coincidences such as these -
