Yeah they will be "back" in some capacity eventually - the main thing will be whether or not any other sides can capitalise and push into "their" spot for a sustained spell, be it Villa or Tottenham or Newcastle or whoever.
Tottenham certainly benefitted a bit from us not being at our best from 09/10 through to 15/16.

It’s karma, the Premier League FAPGMOL & FA persistently cheats teams, us more then any other by a distance to prevent us overhauling their league titles won, although a few of theirs were handed to them, we should be moving onto 22 titles won at the end of this campaign
They’ve wrecked Premier League football & made a mockery of our league, you just don’t see this in the Italian, French & German leagues I watch or in the Europa or Champions League and their being forever shit is the price they pay

I have made my share of jokes about that roof over the years but it was leaking in 2004.
The fact they haven't addressed it in 2 decades is wild. You'd also have to wonder if, with enough degradation for the extent of that leaking, how far away it is from exposed wires etc - it could become genuinely very dangerous at some stage and to put rivalry/banter aside for a minute, that really isn't on.
Then Ratcliffe wanting tax payer's money to assist costs in a cost-of-living crisis is just wild.
The dickhead will no doubt abhor socialist principles and would privately think of someone living week-to-week on benefits a "scrounger" but is happy to beg despite being a billionaire.
