It seems more likely an over confidence in Edwards & Hughes preferring to give Edwards too much credit for Jurgen his set up and his players development, performance & achievements
And maybe a touch of wanting their desired policy of sporting director and assistant identifying the players and buying them for the manager to a model put in place by a big successful spend employing it, which has spectacularly backfired
I’m quite sure Arteta and Guardiola get the players they want
If you look at 3 big spending clubs City and Arsenal are fairing better than Chelsea the former two have the manager picking who he wants
With Arsenal I think injuries and bottling it have prevented them winning a title so far but there’s no denying letting the manager pick the players they and city have both built phenomenal squads with incredible strength in depth
I think either Jurgen thry didn’t want to back him with the money because he’d proved able to do it on a shoestring and him being even more successful in that model by being backed would be at odds with their preferred model
