It all comes down to what Klopp and the rest of the staff "know" about Brewster I suppose. In an ideal World I would like to have kept him and developed him, but the staff may feel they have seen enough in training to think something along the lines of "can be a very effective striker, but isn't the striker for our system".
If you look at the goals Origi has scored for us for example, there are some real natural instinct/"comes alive in the box" goals but you maybe question the rest of his play. Sturridge was one who was great with a ball at his feet, but maybe had limitations without the ball that the club felt weren't worthwhile - also had an injury record to be fair.
There's circumstance too - Klopp may not necessarily want him to go, but Brewster may point at his loan and pre-season and he (or his agent) could have given an ultimatum of "look, I need to develop and I am not getting pitch time, sell me" - I guess time will tell what the reasoning was and whether or not it's good business.
